Enhancing Stakeholder Participation In Management Of The Flyingfish Fishery (February 2017–May 2019)

Description of the project: From February 2017 to May 2019, CANARI in partnership with the Centre for Resource Management and Environmental Studies of the University of the West Indies (UWI-CERMES) will implement a technical assistance project aimed at enhancing stakeholder education and participation in flyingfish fisheries governance and management. The project will target the islands of Barbados, Dominica, Grenada, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago, and contribute to achieving the component of the Strategic Action Programme for the Sustainable Management of the Shared Living Marine Resources of the Caribbean and North Brazil Shelf Large Marine Ecosystems aimed at enhancing the governance arrangements for implementing an ecosystem approach to flyingfish fisheries in the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ region). The project, which has a budget of USD 146,908, is being done under contract to the Caribbean Regional Fisheries Mechanism (CRFM) as part of the United Nations Development Programme (UNDP) Global Environment Facility (GEF) funded project Catalysing Implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources int he Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME + Project). See here for more. Key activities and results The project is aimed at achieving the key results:

• Improved education and awareness-building of the National-intersectoral Committees (NICs) and Fisheries Advisory Committees (FACs), and
• Involvement of the full range of stakeholders in ecosystem approach to fisheries (EAF) management of the flyingfish fishery.

The project will achieve these results through the following specific outputs and activities: Updated stakeholder identification and analysis: A stakeholder identification and analysis will be conducted to confirm key stakeholders at the national and regional levels in the Eastern Caribbean flyingfish fishery. This will be used to identify target audiences for awareness and education to enhance their involvement in governance and management of the flyingfish fishery. Awareness and educational products: A communication strategy and action plan will be developed to guide effective involvement of key stakeholders in the project and in the governance arrangements for the Eastern Caribbean flyingfish fishery. Based on this, awareness and education products will be developed to inform and engage key stakeholders in the project and in the governance and management of the Eastern Caribbean flyingfish fishery. Documentary on the Eastern Caribbean flyingfish fishery: A 5 to 20-minute mini-documentary on the Eastern Caribbean flyingfish fishery aimed at improving awareness of the challenges around governance and management of flyingfish fisheries in the context of EAF and policy cycle (i.e. data and information, analysis and advice, decision-making, review and implementation) will be produced and disseminated. KAP studies on key stakeholders’ involvement in the policy cycle: Knowledge, Attitude and Practice (KAP) studies to gauge the level of key stakeholder involvement in EAF, the policy cycle and other aspects of flyingfish fisheries management will be conducted at the start and towards the end of the project. The KAP studies will be conducted through longitudinal focus groups (e.g. NICs and FACs) in at least four of the project countries as this will allow the tracking of changes in key stakeholder involvement in flyingfish fisheries governance and management. National stakeholder consultations in at least four countries participating in flyingfish fisheries: The consultations will be aimed at building awareness, technical knowledge and capacity among key stakeholders from the public sector, private sector and civil society (including fisherfolk) in governance, socio-economic and ecological issues related to EAF and the policy cycle in flyingfish fisheries in the Eastern Caribbean.
