Informing, convening and empowering people and institutions for participatory governance of natural resources. 

Civil society plays a key role in the governance and management of natural resources in the Caribbean and could make an even greater impact with more supportive conditions, stronger structures for action and progress, and enhanced capacity. We are working to strengthen the capacity and participation of civil society in decision-making processes. By enhancing governance mechanisms and building trust between stakeholders, we aim to ensure more inclusive, equitable, and impactful outcomes. Our focus includes improving organisational capacity, fostering partnerships, and supporting marginalized communities to drive policy change and better resource governance.

Why it matters
Civil society is an important partner for the governance and management of natural resources in the Caribbean. However, more supportive conditions and robust structures are needed to maximise the sector’s impact and contributions. Many civil society organisations (CSOs) face challenges such as inadequate resources and limited capacity, which hinder their participation in decision-making processes. Additionally, mutual mistrust between government and civil society impedes effective collaboration. Addressing these issues is essential for ensuring that participatory decision-making enhances natural resource management, protects ecosystems, and benefits vulnerable and marginalised communities.

Our approach
CANARI’s Participatory Governance theme builds on 30 years of experience in civil society governance in the Caribbean. We focus on strengthening the capacity of civil society organisations (CSOs) and their partners by enhancing governance mechanisms and fostering impactful partnerships. Our efforts include developing and improving structures related to funding, policy, legal, and fiscal frameworks to ensure effective and equitable participation in natural resource management. We also aim to amplify the voice of CSOs, enabling them to influence and shape policy through research-based evidence, better knowledge sharing, and strategic partnerships. Our work aligns with key frameworks such as the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (commonly known as the Escazú Agreement) Escazú Agreement.

To enhance the capacity and effectiveness of civil society in the governance and management of natural resources in the Caribbean.
