Betty Perry-Fingal practiced law for fourteen years in Pennsylvania, USA, before relocating to Dominica in 1992. She earned a Master’s Degree in International Administration in 1993 and undertook work with non-governmental organizations (NGOs) in the Caribbean region, first through the East Caribbean Organization of Development Foundations, then since 1995 as an independent management consultant. She has worked with numerous organisations throughout the region since that time in a diverse set of capacities.

Since 1992, Betty has worked on a regular basis with the CANARI, coordinating strategic planning processes, assisting in developing administrative and human resource policies and carrying out a variety of studies and case studies for CANARI and on behalf of CANARI for NGOs. She served as a member of CANARI’s Elected Partnership from 2004 through 2008 and was then invited to remain as part of the CANARI family in the role of Associate.

During her years in Dominica, Betty has been involved formally and informally with a number of civil society organizations, most notably the Waitukubuli Ecological Foundation and the Dominica Association of Persons with Disabilities. Two significant projects she coordinated were the Study on the Impact of Residential Development on the Morne Trois Pitons National Park and a successful community education programme on the risks of establishing an oil refinery in Dominica. She served briefly as a member of Dominica’s newly established Independent Regulatory Commission and participated in setting up the agency’s administrative and legal instruments. She is currently a Director of a newly established NGO, the Nature Island Environmental Trust and is a member of the National Steering Committee for Dominica’s GEF- Small Grants Programme.
